Public/Private Partnership

  • The city of Oakley, wanting to raise funds for capital facilities projects, sought help in maximizing the value of a 27.8-acre surplus property in preparation for sale to a builder. To do so, WGV entitled the property for residential use and designed the program to complement mapping of a neighboring parcel, which WGV also proposed for residential development on behalf of its owner. Integrating the circulation pattern of the two parcels into one coherent design maximized the value for both properties. The city owned parcel now has 114 mapped units and WGV is brokering its sale to builders.

  • The property was saddled with a number of challenges, including its location within a flood plain, possibly requiring building of new levees; careful analysis of the property’s topography and sitework engineering options resulted in a cheaper alternative – the import of new fill to raise the site elevation. Also, the property was in an historic landscape area and required annexation into the Contra Costa Water District; this necessitated going through the extensive Inclusion process with multiple Federal and statewide regulatory agencies.
